Contracts Manager-Remote

Location: Virtual, in the U.S.

The Contracts Manager is responsible for coordinating every aspect of contract management from reviewing, negotiating, and approving contract terms to coordinating deadlines and maintaining relationships with clients.

Job Duties:

  • Review contracts & contract modifications for cost/price analysis and delivery requirements. Negotiates cost and/or performance deliverables.  
  • Prepare and negotiate Non-Disclosure Agreements, Teaming Agreements, and Subcontractor Agreements. 
  • Prepare correspondence to Contracting Officers including Limitation of Funds letters.
  • Prepare (or assist with) business/bid proposals and other solicitation documentation to attain federal and commercial contracts. 
  • Prepare Government Reports as required in SAM (SCR report) and update SAM or any other electronic contract management system as needed.
  • Review specifications of Statements of Work (SOW) and provide an analysis of deliverables and projected timelines required.  
  • Create and maintain relationships with clients.
  • Maintain correspondence and documentation related to contracts.
  • Communicate and present information to stakeholders regarding contracts.
  • Monitor contracts and moving forward with close-out, extension or renewal of contracts.
  • Resolve contract-related issues with suppliers and customers. 
  • Point of Contact and liaison for Contracting Officer and Prime Contractors.
  • Complete Representations, Certifications and other contractual documents as required.
  • Establish and streamline processes and procedures for launch of contract.
  • Manage the legal compliance of proposals and contractual agreements. 
  • Administer GSA Schedule.
  • Conduct routine audits of records and maintain contractual documentation and records, status reports, and other relevant documents.
  • Work as an integral part of the capture and proposal team to:
    • Review RFIs, RFP/RFQs, SOWs to interpret solicitation requirements and to review and approve (or take exception to) all contractual terms and conditions, regulations, flow downs, and federal and State & Local laws
    • Identify business and pricing assumptions, risks, and risk mitigation strategies
    • Write proposal responses for the Technical and/or Business/Price volumes as pertaining to the above
    • Participate in team discussions on risk mitigation strategies, cost and pricing impacts, and creative strategies for Price-to-Win

Operating Hours:  8am - 5pm EST, Mon. - Fri.

  • Bachelor’s Degree
  • Minimum 8 years of Federal Contracts Management experience – experience in the State & Local and/or Commercial marketplace a plus
  • CFCM or CPCM Certification Preferred
  • Experience with GSA Reviews/Audits Preferred
  • Deep understanding of government FAR and DFAR regulations
  • Knowledge of FFP, T&M, and Cost Reimbursable contracts
  • Small Business Government Contractor Experience
  • Full cycle experience with contract management
  • Effective communication, negotiation and interpersonal skills
  • Notable attention to detail, and talent for accuracy and precision
  • Deep understanding of contracts, contract governance, contractual language and the contract lifecycle
  • Critical thinking skills and the ability to research and understand legal and financial implications.  
  • Exceptional reading, writing and language skills
  • Excellent understanding of the business or industry, its services, customers and providers
  • Strong business acumen e.g. understanding financial impacts on contracts
  • Software Proficiency:  Microsoft Word (especially Track Changes and Formatting), Microsoft Excel
  • Familiarity with Updating SAM
  • Prepare Government Reports Service Contract Reports and Electronic Subcontract Reporting System.
  • Thorough understanding of indirect rates
  • Experience with GSA Schedules and the Industrial Funding Fee (IFF), RFPs, GWACs and IDIQs
